The free bag is the one that goes under the seat. In Europe most low-cost airlines now use 40 x 30 x 20 cm, easyJet allows 45 x 36 x 20 cm, and British Airways and Air France are slimmer at 15 cm deep. In the US the common personal item limit is 18 x 14 x 8 inches, with United narrower at 17 x 10 x 9 inches. A bag of 40 x 25 x 15 cm fits under the seat on every airline below that publishes a size, including United.
